Le'Veon Bell must sign by what date?

As expected he did not show up for camp nor can he be fined for it since he has not signed his franchise tender. He will sign it at some point to not lose the $12.1 million he has coming to him this season. Do you guys know the deadline he has to sign it without losing money?
